Venus weather not boring after all, scientists discover

ScienceDaily (Sep. 27, 2011) ? At first glance, a weather forecaster for Venus would have either a really easy or a really boring job, depending on your point of view. The climate on Venus is widely known to be unpleasant -- at the surface, the planet roasts at more than 800 degrees Fahrenheit under a suffocating blanket of sulfuric acid clouds and a crushing atmosphere more than 90 times the pressure of Earth's. Intrepid future explorers should abandon any hope for better days, however, because it won't change much.

"Any variability in the weather on Venus is noteworthy, because the planet has so many features to keep atmospheric conditions the same," says Dr. Tim Livengood, a researcher with the National Center for Earth and Space Science Education, Capitol Heights, Md., and now with the University of Maryland, College Park, Md.

"Earth has seasons because its rotation axis is tilted by about 23 degrees, which changes the intensity of sunlight and the length of the day in each hemisphere throughout the year. However, Venus has been tilted so much, it's almost completely upside down, leaving it with a net tilt of less than three degrees from the sun, so the seasonal effect is negligible," explains Livengood, who is stationed at NASA's Goddard Space Flight Center in Greenbelt, Md. "Also, its orbit is even more circular than Earth's, which prevents it from getting significantly hotter or cooler by moving closer to or further away from the sun. And while you might expect things to cool down at night -- especially since Venus rotates so slowly that its night lasts almost two Earth months -- the thick atmosphere and sulfuric acid clouds act like a blanket while winds move heat around, keeping temperatures pretty even. Finally, almost all the planet's water has escaped to space, so you don't get any storms or precipitation like on Earth where water evaporates and condenses as clouds."

However, higher up, the weather gets more interesting, according to a new study of old data by NASA and international scientists. The team detected strange things going on in data from telescopic observations of Venus in infrared light at about 68 miles (110 kilometers) above the planet's surface, in cold, clear air above the acid clouds, in two layers called the mesosphere and the thermosphere.

"Although the air over the polar regions in these upper atmospheric layers on Venus was colder than the air over the equator in most measurements, occasionally it appeared to be warmer," said Dr. Theodor Kostiuk of NASA Goddard. "In Earth's atmosphere, a circulation pattern called a 'Hadley cell' occurs when warm air rises over the equator and flows toward the poles, where it cools and sinks. Since the atmosphere is denser closer to the surface, the descending air gets compressed and warms the upper atmosphere over Earth's poles. We saw the opposite on Venus. In addition, although the surface temperature is fairly even, we've seen substantial changes -- up to 54 degrees Fahrenheit (about 30 K change) -- within a few Earth days in the mesosphere -- thermosphere layers over low latitudes on Venus. The poles appeared to be more stable, but we still saw changes up to 27 degrees Fahrenheit (about 15 K change)."

Kostiuk and Livengood are co-authors of a paper about these observations that appeared July 23 in the online edition of the journal Icarus.

"The mesosphere and thermosphere of Venus are dynamically active," said lead author Dr. Guido Sonnabend of the University of Cologne, Germany. "Wind patterns resulting from solar heating and east to west zonal winds compete, possibly resulting in altered local temperatures and their variability over time."

This upper atmospheric variability could have many possible causes, according to the team. Turbulence from global air currents at different altitudes flowing at more than 200 miles per hour in opposite directions could exchange hot air from below with cold air from above to force changes in the upper atmosphere. Also, giant vortexes swirl around each pole. They, too, could generate turbulence and change the pressure, causing the temperature to vary.

Since the atmospheric layers the team observed are above the cloud blanket, they may be affected by changes in sunlight intensity as day transitions to night, or as latitude increases toward the poles. These layers are high enough that they could even be affected by solar activity (the solar cycle), such as solar explosions called flares and eruptions of solar material called coronal mass ejections.

Changes were seen over periods spanning days, to weeks, to a decade. Temperatures measured in 1990-91 are warmer than in 2009. Measurements obtained in 2007 using Goddard's Heterodyne Instrument for Planetary Wind and Composition (HIPWAC) observed warmer temperature in the equatorial region than in 2009. Having seen that the atmosphere can change, a lot more observations are needed to determine how so many phenomena can affect Venus' upper atmosphere over different intervals, according to the team.

"In addition to all these changes, we saw warmer temperatures than those predicted for this altitude by the leading accepted model, the Venus International Reference Atmosphere model," said Kostiuk. "This tells us that we have lots of work to do updating our upper atmospheric circulation model for Venus."

Although Venus is often referred to as Earth's twin, since they are almost the same size, it ended up with a climate very different from Earth. A deeper understanding of Venus' atmosphere will let researchers compare it to the evolution of Earth's atmosphere, giving insight as to why Earth now teems with life while Venus suffered a hellish fate.

The team measured temperature and wind speeds in Venus' upper atmosphere by observing an infrared glow emitted by carbon dioxide (CO2) molecules when they were energized by light from the sun. Infrared light is invisible to the human eye and is perceived by us as heat, but it can be detected by special instruments. In the research, it appeared as a line on a graph from a spectrometer, an instrument that separates light into its component colors, each of which corresponds to a specific frequency. The width of the line revealed the temperature, while shifts in its frequency gave the wind speed.

The researchers compared observations from 1990 and 1991 using Goddard's Infrared Heterodyne Spectrometer instrument at NASA's Infrared Telescope Facility on Mauna Kea, Hawaii, to observations from 2009 using the Cologne Tunable Heterodyne Infrared Spectrometer instrument at the National Optical Astronomy Observatory's McMath Telescope at Kitt Peak, Ariz.

Day Laborers and the Right to Roadside Job Hunting (Time.com)

Do day laborers have a right to stand along the highway to offer themselves to would-be employers? Communities in states from California to Connecticut have been cracking down on these roadside gatherings. But a powerful federal appeals court this month overturned a ban in Redondo Beach, Calif., on soliciting work from passing cars.

In a 9-2 ruling by the San Francisco?based Ninth Circuit Court of Appeals, the judges in the majority declared that the ban is an unconstitutional restriction on free speech. The dissenting judges defended Redondo Beach's right to keep order on its streets.

Day-laborer lines have become a familiar sight across the country. Workers, almost all of them men and many of them Mexican immigrants, stand alongside highways and streets hoping to be chosen for construction work or other manual labor. In 1987, Redondo Beach - prodded by complaints about day-laborer lines - made it illegal "to stand on a street or highway and solicit ... employment, business or contributions from an occupant of any motor vehicle." In 2004, the city ramped things up by creating the Day Labor Enforcement Project, in which police posed as potential employers and arrested day laborers who asked for work. As many as 50 cities in California have bans like the one in Redondo Beach, according to a lawyer for the Mexican American Legal Defense and Educational Fund. But the question of whether day laborers should be allowed to solicit work on the side of the road is hardly a West Coast?only issue. On New York's Long Island, there have been crackdowns on day laborers that critics say amount to criminalizing "waving while Latino." In March, Danbury, Conn., agreed to a $400,000 settlement with day laborers who complained that their 2006 arrests, the result of a police sting, were illegal and constituted racial profiling. Advocates for day laborers sued Redondo Beach, charging that the law infringed on the free-speech rights of the workers and prospective employers, effectively making it a crime for people to seek work. The appeals court agreed. The law is also so broad, the majority ruling held, that, in certain locations, it could make it a crime for concerned citizens to raise money for a disaster-relief fund, for Girl Scouts to sell cookies outside their school or for children to have a lemonade stand outside their home.

Chief Judge Alex Kozinski issued a strongly worded dissent, along with one other judge, that described the ruling striking down Redondo Beach's law as "folly." Kozinski argued that day laborers who lined up for work created real problems by littering, vandalizing, harassing women and generally making a nuisance. Municipalities have a right, he wrote, to "secure the safety, beauty, tranquility and orderliness of neighborhoods." In a rhetorical flourish, the chief judge declared that the majority was "demonstrably, egregiously, recklessly wrong." And in case anyone wasn't quite sure how he felt about the matter, he added, "If I could dissent twice, I would."

As entertaining as the dissent is to read, however, the Ninth Circuit got it right on the law. Ordinances like the one in Redondo Beach unconstitutionally restrict people from engaging in free speech in public places. People have a right to stand by the road and offer to work, and people in cars have a right to ask people on the roadside if they want a job. It is core First Amendment expression. If city officials are concerned about the litter, vandalism and harassment that the dissenters pointed to, they should be sure that they have strong laws against these things, and they should enforce them.

There is, of course, a lot more going on in these battles over day laborers. As the Danbury settlement suggested, race and ethnicity roil below - often barely below - the surface, along with views on immigration policy. Critics of the street-side bans say that if the day laborers lining up for work were U.S.-born whites, the laws either would not exist or would not be enforced.

Day-laborer lines are a Rorschach test. Some people look at them and see foreigners who are making a mess of tidy neighborhoods and threatening public safety. Other observers see the lines as filled with well-meaning people, many of them fathers and husbands, willing to work hard - often for little pay - to be able to buy food and provide shelter for their families. First Amendment issues aside, which vision people have of the men by the road is likely to explain whether they want the bans to survive or to be struck down.

The monument is ?structurally sound? and ?is not going anywhere,? said Bob Vogel, superintendent of the National Mall and Memorial Parks, at an afternoon press conference.

The bad news is that the popular tourist attraction will remain closed indefinitely. The interior elevator has been damaged and only goes part-way up the structure, for one thing. Plus there are at least four cracks in the marble structure, some as high as 450 feet in the air.

Much mortar was shaken out by the temblor ? though some of the building?s mortar is soft and designed to crumble to allow the building to sway.

A five-day examination of the exterior will begin Tuesday, said Mr. Vogel. The Park Service has brought in a mountaineering specialist ranger, Brandon Latham, from Denali National Park in Alaska. He?ll rappel down the monument sides for a visual inspection.

It is just as well the Park Service is being so cautious. Officials also released dramatic videos of the interior of the 500-foot level of the monument during the August earthquake. They show shattered plaster, terrified tourists, and park rangers racing to evacuate the level. One viewing and you?re not likely to want to visit the aerie until you?re sure it?s fixed. (Note: the shaking starts about halfway through on all the clips.)

Assessing mortar damage is crucial, since the Washington Monument is all masonry ? there?s no interior steel structure. Made of marble, granite, and gneiss, it is the world?s tallest stone building, according to the Park Service. Upon its completion it was the tallest manmade structure in the world, period. It eventually lost that title to the Eiffel Tower in Paris.

This isn?t the first time it?s suffered damage at the hands of Mother Nature. Lightning strikes have previously blown bits of stone out of alignment on the obelisk?s tip. In an 1885 report to his superiors, Col. Thomas Lincoln Casey, the Army Corps of Engineers officer in charge of completing the monument, noted that a bolt of lightning had struck the monument in June and cracked the top, just below its aluminum cap.

This event ?caused considerable concern,? wrote metallurgist George Binczewski in a (charmingly unusual) history of the Washington Monument?s aluminum summit. Extra lightning rods were bolted to the structure.

This worked, though it only channeled the fury of nature.

?During the 1934 refurbishment of the monument?s exterior, it was noted that lightning strikes had blunted the top of the aluminum apex and some globules of aluminum had fused to the sides,? wrote Binczewski.

In 1982, a nuclear arms protester named Norman Mayer crashed a van on the monument?s base. He claimed to have enough explosives inside to topple the structure, and held police at bay in a tense standoff for 10 hours. With tourists trapped inside the monument, Park Police eventually shot and killed Mayer to end the incident. His van contained no bombs.

PARADE Magazine and Yahoo!'s omg! teamed up on a pop-culture poll, and one of the questions was "which celebrity is the most annoying?" No surprise, the winner was newlywed Kim Kardashian, with 29 percent of the vote, just edging out Charlie Sheen, who earned 27 percent.

Rounding out the top five were "Jersey Shore's" Snooki, Donald Trump and Brad "The Bachelor" Womack.

If this poll were being run in my head, Kim Kardashian would probably still take first place, but I'd insist that all her sisters and her mom share the honor. Libya rulers say they seize Gaddafi desert outposts (Reuters)

TRIPOLI/NORTH OF BANI WALID, Libya (Reuters) ? Libya's interim rulers said on Wednesday they had captured one of Muammar Gaddafi's last strongholds deep in the Sahara desert, finding chemical weapons, and largely taken control of another.

With the National Transitional Council (NTC) struggling to assert full control over the country, military spokesmen said its forces had seized the outpost of Jufra about 700 km (435 miles) southeast of Tripoli, and most of Sabha.

"The whole of the Jufra area -- we have been told it has been liberated," spokesman Fathi Bashaagha told reporters in the city of Misrata. "There was a depot of chemical weapons and now it is under the control of our fighters."

His comments could not be confirmed independently. Under Gaddafi, Libya was supposed to have destroyed its stockpile of chemical weapons in early 2004 as part of a rapprochement with the West under which it also abandoned a nuclear program.

However, the Organisation for the Prohibition of Chemical Weapons says Libya kept 9.5 tonnes of mustard gas at a secret desert location, although it could no longer deliver it.

Gaddafi loyalists have been holding out in Jufra and Sabha along with the bigger strongholds of Bani Walid, southeast of Tripoli, and Gaddafi's hometown of Sirte since the fall of the capital in August.

"We control most of Sabha apart from the al-Manshiya district. This is still resisting, but it will fall," said another NTC military spokesman, Ahmed Bani.

CNN, citing a correspondent in Sabha, reported that NTC fighters had occupied its center on Wednesday after taking the airport and a fort the day before.

NATO countries gave the NTC another boost by extending for three more months the air cover that helped anti-Gaddafi fighters to victory.

However, chaos prevailed among fighters besieging Gaddafi's other two remaining major strongholds. Several attempts by NTC fighters to take Bani Walid and Sirte in the past week have ended in disarray and panicked retreat.

BORED MILITIAMEN

At Bani Walid, bored militiamen fired weapons at camels and sheep while awaiting orders on Wednesday, as much a danger to themselves as to Gaddafi fighters holed up in the town.

One man shot his own head off and killed another fighter while handling a rocket-propelled grenade in full view of a Reuters team. In another incident, a fighter wounded himself and another fighter after losing control of his machinegun.

Seven NTC fighters were also killed in an ambush by pro-Gaddafi soldiers inside Bani Walid, NTC officials said.

At Bani Walid, troops from other areas have been arguing with local fighters, and there has been talk of traitors infiltrating the ranks and sabotaging the assault.

NTC official Abdullah Kenshil told Reuters that pro-Gaddafi forces in Bani Walid had killed at least 16 civilians there in the last two days after suspecting they supported the NTC.

"They were killed in cold blood. They were all civilians and they were killed execution-style," he said. His account could not be independently verified.

Sporadic fighting also continued outside Sirte, where an NTC push from the east toward Gaddafi's birthplace has been blocked for days by heavy artillery fire from loyalist soldiers.

Fighters making their way back from the front line said they were meeting fierce resistance at Khamseen, 50 km (30 miles) east of Sirte, and that they lacked the firepower to respond.

"I'm 100 percent sure that there is someone important in Sirte, either Gaddafi himself or one of his sons, because his forces have become suicidal in the Khamseen area," NTC fighter Hamed al-Hachy told Reuters.

NEW CABINET

Efforts to take control of all of Libya's territory are taking place alongside attempts to reshuffle the interim government. A plan to do so this week collapsed after members of the current council failed to agree.

The NTC has its roots in the eastern city of Benghazi, but most of the fighters who captured Tripoli came from the west, and Interim Prime Minister Mahmoud Jibril is under pressure to reflect this better in his cabinet.

Jibril said in New York, where he is attending the U.N. General Assembly, that he expected to name a new government within 10 days.

Among issues being debated were the number of ministries in the new government and whether they would be in Tripoli or divided between eastern and western Libya, he added.

U.S. President Barack Obama called on Gaddafi's loyalists to give up and said the U.S. ambassador would return to Tripoli.

"Those still holding out must understand -- the old regime is over, and it is time to lay down your arms and join the new Libya," he said.

NATO, which took command of a military mission on March 31 under a U.N. mandate to protect Libyan civilians, agreed at a meeting of ambassadors of its 28 member states in Brussels to extend the mission for three more months, a NATO diplomat said.

Britain said its planes had struck at pro-Gaddafi troops in three areas and destroyed bases in Sirte and Bani Walid.

The Syrian-based Arrai TV, which has broadcast several audio messages from Gaddafi, his sons and his aides, said NATO warships and planes had hit a hospital in Sirte on Wednesday, wounding a Ukrainian doctor and patients.

It was not immediately possible to verify the report. Previous allegations of NATO causing civilian deaths have rarely been backed up with evidence.

Tunisia said its troops had killed several infiltrators on Wednesday in clashes near the border with Algeria.

Helicopters destroyed seven vehicles mounted with anti-aircraft guns, which had been used to fire at a Tunisian army helicopter, a Defense Ministry spokesman said.

Armed Libyans clashed with Tunisian troops last month in the final days before the fall of Tripoli.

?I was surprised the other day whenI received a round of applause when?I said ?If you can?t lead the company tour then you don?t know your business.? Let me explain the circumstances.

During?a panel discussion this week we the panelists were?asked if we had any suggestions?about what mid-career HR pros could do to end up leading the funtion in their company. Fellow panelist, blogger and friend Cathy Missildine-Martin?handled the question first. Her response was spot on by stressing that ALL HR ?pros? should know how their business operates, how their business makes money, and how to discuss those issues with other management members. That is best practice these days for HR people who are serious about their careers.

I was asked to weigh-in on the question as well. Naturally I agreed with Cathy?s answers. You have to be a business person first before you can truly be a human resources ?professional.? If you don?t know the language of business, you don?t understand how money is made and used, if? you don?t understand the economy of your business you cannot be a key contributor to the strategic direction. I told the audience one of the key indicators of understanding your business is the ability?to conduct a tour of the company and explain to outsiders what every department and every function does. I made the emphatic statement ?If you can?t lead the company tour then you don?t know your business.?

I had the very good fortune early in my career to join a company that emphasized training for newly hired management trainees, sales representatives and HR newbies. We spent 7 weeks learning the business by spending time in EVERY department in the company and becoming familiar with EVERY job in the company. As I was going through my training I ended up talking to employees in the administrative offices who had never spent anytime on the manufacturing floor. They were doing their jobs and using terms that really had no meaning to them in the context of the product being made. They were just ?terms?. The proverbial light bulb lit up for me and when I was done with my training I suggested to my boss, the VP of HR, that we could improve people?s jobs if they had some idea of how what they did was connected to what was made. So I was given the greenlight to start a tour for existing employees. Once a week I would take a group of employees, and eventually outsiders, on the tour. This lasted until I got transfered to a plant HR position. But it was fun and I really learned the business. This knowledge was useful, especially when I became the Corporate Recruiting Manager. Once when conducting a tour with a candidate I got what I considered a major compliment when the candidate told me they had never met an HR person who knew their company as well as I did. It made my day! Today I still value that statement.

So if you are interested in really learning your company you need to learn how to conduct the tour. Set up a training program for?yourself that allows you to learn everything about your company. Then begin to conduct tours. You may too get a compliment about how well you know the business. And if your boss says it is not necessary, well that is an indication of the value of HR in your organization.
