Haiti - Curacao : Creation of a Commission on Energy Security
04/07/2012 12:52:11 Gerrit Schotte, the Prime Minister of Curacao ended last Saturday, a 72-hour visit to Haiti to share the experience of his country in two areas : renewable energy and basic education.

The Prime Minister, Laurent Lamothe met his counterpart from Curacao. During this working meeting, the two men agreed to establish a Commission on Energy Security, fesponsible for supporting the teams of Electricity of Haiti (EDH) in the search for effective alternatives. This Commission, composed of several international donors and local partners, received a mandate of 60 days for :


  • Produce reflections allowing the EDH to improve the quality of its services ;
  • Make proposals adapted to the context of production, transportation and sale of electricity ;
  • Establish a working agenda with the different operators in this sector.

Haiti's Prime Minister says to wait, in the time limit set, the report of this Commission in order to accelerate the implementation of the energy policy of his government. The participation of this Commission to an energy summit to be held July 20 in Curacao, was confirmed by Laurent Lamothe.

Meanwhile, the Prime Minister Lamothe shared the Haitian experience of its Universal Schooling Program Free and Compulsory (PSUGO) with his counterpart of Curacao whose a similar program is being implemented in his country.

Following this visit, the two Prime Ministers were satisfied of the cooperation between the two contry.

Leaked CERN video shows glimpse of the Higgs

With all eyes on CERN in advance of tomorrow's Higgs update it appears that someone has slipped up and given us a sneak peak. In a video posted on CERN's website but dated tomorrow, Joe Incandela, spokesperson for the CMS experiment, confirms that they have found a new particle, but stops short of calling it the Higgs.

"We've observed a new particle. We have quite strong evidence that there's something there, so to ascertain its properties is still going to take us a little bit of time."
CERN has told the Telegraph that this one of several videos they have made, for each possible outcome, so we'll have to wait until tomorrow for full confirmation.

In the video, Incandela goes on to say the particle decays to two photons, meaning it is a boson, a particle with integer spin, and its mass is roughly 130 times that of the proton. That would put it at around 121 GeV, while the Higgs is expected to show up at 125 GeV - but Incandela's wording is loose enough that the Higgs confirmed tomorrow could be closer to that figure.

He also calls it "one of the biggest discoveries in our field in the last 30 to 40 years", adding "I'm extremely tired at the moment, so I may not appear to be as excited as I really am, but the significance of this observation could be very very great."

We also don't yet know whether this particle is consistent with the Standard Model Higgs, or if it doesn't exactly match up. "If that's the case, then we have something really quite profound here," says Incandela. "It could be a gateway, if you like, to the next phase of exploring the deepest fabric of the universe, which is pretty profound when you think about it."

These results are still preliminary, however. Incandela compares the amount of data recorded to the number of grains of sand that would fill an Olympic swimming pool, while only "tens, or dozens" represent the observations that could be the Higgs. "We've just got enough data to say it's definitely there and it's very unlikely to go away."

There is still the possibility this observation is not the Higgs, however. "It may be something which we often call a Higgs-like particle," says Incandela. "If it doesn't match in a significant way then we may be able to find that out this year."

(AP) ? Utility crews struggled to catch up with a backlog of millions of people without electricity for a fourth hot day Tuesday as frustration grew and authorities feared the toll of 23 storm deaths could rise because of stifling conditions and generator fumes.

Power was back for more than a million customers but lights? and air-conditioning ? were still out for about 1.4 million homes and businesses in seven states and the District of Columbia. The damage was done by powerful wind storms that swept from the Midwest to the Mid-Atlantic late Friday, toppling trees and branches into power lines and knocking out big transmission towers and electrical substations.

Utilities were warning that many neighborhoods could remain in the dark for much of the week, if not beyond. Public officials and residents were growing impatient.

"This has happened time after time and year after year, and it seems as if they're always unprepared," said John Murphy, a professional chauffeur from Burtonsville, Md., who was waiting for Pepco to restore power Monday to the homes of himself and his mother and sister, who live nearby.

The wave of late Friday evening storms, called a derecho, moved quickly across the region with little warning. The straight-line winds were just as destructive as any hurricane ? but when a tropical system strikes, officials usually have several days to get extra personnel in place.

So utility companies had to wait days for extra crews traveling from as far away as Quebec and Oklahoma. And workers found that the toppled trees and power lines often entangled broken equipment in debris that had to be removed before workers could even get started.

Adding to the urgency of the repairs are the sick and elderly, who are especially vulnerable without air conditioning in the sweltering triple-digit heat. Many sought refuge in hotels or basements.

Officials feared the death toll, already at 23, could climb because of the heat and widespread use of generators, which emit fumes that can be dangerous in enclosed spaces.

After Maryland reported Monday that three people had died in the recent heat wave ? the deaths were not storm-related ? Deputy Secretary Fran Phillips stressed that people who are in areas without power need to take advantage of cooling centers.

At the Springvale Terrace nursing home and senior center in Silver Spring, Md., generators were brought in to provide electricity, and air-conditioning units were installed in windows in large common rooms to offer respite from the heat and darkness.

Residents using walkers struggled to navigate doors that were supposed to open automatically. Nurses had to throw out spoiled food, sometimes over the loud objections of residents.

The lack of power completely upended many daily routines. Supermarkets struggled to keep groceries from going bad. People on perishable medication called pharmacies to see how long their medicine would keep. In Washington, officials set up collection sites for people to drop off rotting food. Others held weekend cookouts in an attempt to use their food while it lasted. And in West Virginia, National Guard troops handed out food and water and made door-to-door checks.

When it comes to getting the power running again, all utilities take a top-down approach that seeks to get the largest number of people back online as quickly as possible.

First, crews repair substations that send power to thousands of homes and businesses. Next, they fix distribution lines. Last are the transformers that can restore power to a few customers at a time.

Some people said the destruction over the weekend was reminiscent of that caused by Tropical Storm Isabel in 2003 and Hurricane Irene in 2011.

Last year, it took Baltimore Gas and Electric company eight and a half days to restore service to all 750,000 customers who lost power during Hurricane Irene. This time, the power company initially confronted more than 600,000 people without power. It said restoration efforts will extend into the weekend.

Baltimore Gas and Electric said in a letter posted on its website that it would take hundreds of thousands of man-hours to clear debris and work through outages. Crews were working around the clock in 16-hour shifts.

"This type of widespread, extensive damage also complicates our ability to quickly provide accurate restoration times, especially when original damage assessments are revised upon closer inspection of the work required," the letter said.

However, Maryland Gov. Martin O'Malley has been blunt that the utilities must work faster: "No one will have his boot further up Pepco's and BGE's backsides than I will," O'Malley said Sunday.

In Baltimore County, Eveena Felder, a registered nurse, had been relying on air-conditioned public areas to keep cool during the day and a fan to help her family sleep.

"We've purchased a ton of batteries, that's where most of our money has gone," Felder said. "Turn the fan on and keep still, don't move, less energy."

Breaking the skin barrier: Drugs topically deliver gene therapy via commercial moisturizers for skin disease treatment

ScienceDaily (July 2, 2012) ? ?Getting under your skin? takes on a brave new meaning thanks to Northwestern University research that could transform gene regulation.

A team led by a physician-scientist and a chemist -- from the fields of dermatology and nanotechnology -- is the first to demonstrate the use of commercial moisturizers to deliver gene regulation technology that has great potential for life-saving therapies for skin cancers.

The topical delivery of gene regulation technology to cells deep in the skin is extremely difficult because of the formidable defenses skin provides for the body. The Northwestern approach takes advantage of drugs consisting of novel spherical arrangements of nucleic acids. These structures, each about 1,000 times smaller than the diameter of a human hair, have the unique ability to recruit and bind to natural proteins that allow them to traverse the skin and enter cells.

Applied directly to the skin, the drug penetrates all of the skin?s layers and can selectively target disease-causing genes while sparing normal genes. Once in cells, the drug simply flips the switch of the troublesome genes to ?off.?

A detailed study of a method that could dramatically redefine the field of gene regulation will be published online during the week of July 2 by the Proceedings of the National Academy of Sciences (PNAS).

Early targets of the novel treatment are melanoma and squamous cell carcinoma (two of the most common types of skin cancer), the common inflammatory skin disorder psoriasis, diabetic wound healing and a rare genetic skin disorder that has no effective treatment (epidermolytic ichthyosis). Other targets could even include wrinkles that come with aging skin.

?The technology developed by my collaborator Chad Mirkin and his lab is incredibly exciting because it can break through the skin barrier,? said co-senior author Amy S. Paller, M.D., the Walter J. Hamlin Professor, chair of dermatology and professor of pediatrics at Northwestern University Feinberg School of Medicine. She also is director of Northwestern?s Skin Disease Research Center.

?This allows us to treat a skin problem precisely where it is manifesting -- on the skin,? she said. ?We can target our therapy to the drivers of disease, at a level so minute that it can distinguish mutant genes from normal genes. Risks are minimized, and side effects have not been seen to date in our human skin and mouse models.?

A co-senior author of the paper, Mirkin is the George B. Rathmann Professor of Chemistry in the Weinberg College of Arts and Sciences and professor of medicine, chemical and biological engineering, biomedical engineering and materials science and engineering. He also is the director of Northwestern?s International Institute for Nanotechnology.

Mirkin first developed the nanostructure platform used in this study in 1996 at Northwestern, and the FDA-cleared technology now is the basis of powerful commercialized medical diagnostic tools. This, however, is the first realization that the nanostructures naturally enter skin and that they can deliver a large payload of therapeutics.

?The field of medicine needs new constructs and strategies for treating disease,? Mirkin said. ?Many of the ways we treat disease are based on old methods and materials. Nanotechnology offers the ability to very rapidly create new structures with properties that are very different from conventional forms of matter. This collaborative study is a case in point.?

The key is the nanostructure?s spherical shape and nucleic acid density. Normal (linear) nucleic acids cannot get into cells, but these spherical nucleic acids can. Small interfering RNA (siRNA) surrounds a gold nanoparticle like a shell; the nucleic acids are highly oriented, densely packed and form a tiny sphere. The RNA?s sequence is programmed to target the disease-causing gene.

?We now can go after a whole new set of diseases,? Mirkin said. ?Thanks to the Human Genome Project and all of the genomics research over the last two decades, we have an enormous number of known targets. And we can use the same tool for each, the spherical nucleic acid. We simply change the sequence to match the target gene. That?s the power of gene regulation technology.?

The nanostructures were developed in Mirkin?s lab on the Evanston campus and then combined with a commercial moisturizer. Next, down in Paller?s Chicago lab, the researchers applied the therapeutic ointment to the skin of mice and to human epidermis. The nanostructures were designed to target epidermal growth factor receptor (EGFR), a biomarker associated with a number of cancers.

In both cases, the drug broke through the epidermal layer and penetrated the skin very deeply, with cells taking up 100 percent of the nanostructures. They selectively knocked down the EGFR gene, decreasing the production of the problem proteins.

After a month of continued application of the ointment, there was no evidence of side effects, inappropriate triggering of the immune system or accumulation of the particles in organs. The treatment is skin specific and doesn?t interfere with other cells.

Interdisciplinary research is a hallmark of Northwestern. Paller and Mirkin said their work highlights the power of physician-scientists and scientists and engineers from other fields coming together to address a difficult medical problem.

?This all happened because of our world-class presence in both cancer nanotechnology and skin disease research,? Paller said. ?In putting together the Skin Disease Research Center proposal, I reached out to Chad to see if his nanostructures might be applied to skin disease. We initially worked together through a pilot project of the center, and now the rest is history.?

Northwestern has one of nine Centers of Cancer Nanotechnology Excellence funded by the National Cancer Institute and one of six Skin Disease Research Centers funded by the National Institute of Arthritis and Musculoskeletal and Skin Diseases.

?This study is a landmark achievement in the area of gene regulation -- I believe our work has a chance to positively and irreversibly change the field,? Mirkin said. ?The skin is a very tough barrier to go through, which is why this effective gene knockdown has not been accomplished before. The power and elegance of this system are in its simplicity.?

Mirkin and Paller are both members of the Robert H. Lurie Comprehensive Cancer Center of Northwestern University.

The National Institute of Arthritis and Musculoskeletal and Skin Diseases, the National Cancer Institute and the Army Research Office supported the research. The Northwestern Skin Disease Research Center provided core resources and a pilot grant.

Pair agree to plead guilty in TSA bribery scam

(AP) ? Two suspected drug couriers have agreed to plead guilty in a case that involved former Transportation Security Administration screeners who were bribed to smuggle marijuana onto planes leaving Los Angeles International Airport, federal prosecutors said Tuesday.

Charles Hicks, 24, of Culver City, and Andrew Welter, 25, of Fontana, have agreed to plead guilty to one count of conspiracy, according to documents filed in U.S. District Court. They each face up to five years in prison.

The two men worked with Millage Peaks, the son of a former Los Angeles fire chief, who would pay up to $500 for each piece of luggage carrying marijuana that made it through security screening, court documents said.

The two TSA employees named in court filings, Dianna Perez and Randy Littlefield, as well as Peaks, do not face charges. Perez and Littlefield no longer work for the federal agency.

Between November 2010 and October 2011, Perez helped the drug couriers circumvent airport security nine times through various methods, including giving the smugglers instructions about how to pack marijuana so alarms on TSA's explosive detection system wouldn't be triggered.

Perez and Peaks were arrested in October following the discovery of two pieces of luggage carrying 15 bags of marijuana worth $38,000 on a Boston-bound flight from Los Angeles.

The screeners faced charges that were later dismissed without prejudice, which allows federal prosecutors the ability to refile charges. Thom Mrozek, a spokesman for the U.S. attorney's office, said there was an ongoing investigation and couldn't comment further.

In April, federal prosecutors also charged four former TSA employees in another bribery scheme to sneak large amounts of cocaine through airport checkpoints.

TSA spokesman Nico Melendez said the agency takes these incidents seriously and takes appropriate disciplinary actions.

Physicists bet they're homing in on Higgs

Illinois lab issues its last word on the long-sought particle

As physicists in Europe prep for a major announcement about the long-sought Higgs particle, U.S. scientists are not going gentle into that good night. Researchers at the Fermi National Accelerator Laboratory in Illinois have squeezed out the last drop of analysis on their own data ? and concluded that the Higgs, if it exists, should have a mass between 115 and 135 billion electron volts.

That range, reported July 2, is not substantially different from earlier reports. It fits with hints reported by the European laboratory CERN in December, which suggested the Higgs might have a mass around 125 billion electron volts (SN: 12/31/11, p. 10). A proton has a mass of around 1 billion electron volts.

The Fermilab report ?is the strongest evidence of Higgs boson production at any collider,? says Dmitri Denisov, a physicist at the lab.

Still, the data aren?t strong enough to claim that the Higgs particle has been spotted. ?I would be willing to bet your house, but not mine,? says Rob Roser, another Fermilab physicist.

Many physicists expect to hear convincing, or near-convincing, evidence of the Higgs? existence on July 4, when CERN will report its latest data.

The Higgs is the last undiscovered fundamental particle in physics? standard model, which describes the particles that make up the universe and the forces that govern their interactions. Several theorists, including the University of Edinburgh?s Peter Higgs, proposed the particle in 1964 as a signal of a field that would have slow down the motion of some elementary particles, giving them mass.

Fermilab?s data come from its now-shuttered Tevatron collider, which slammed beams of protons into their antimatter counterpart, antiprotons. Between 2001 and 2011(SN: 9/24/11, p. 22), it gathered data on 500 trillion such collisions. Each created a shower of particle debris that physicists can scour for traces of the Higgs, which if it exists would have emerged in a small fraction of collisions and then immediately decayed away into other particles.

Tevatron scientists have about the same amount of data as CERN has so far, but at much lower energies. That means far fewer Higgs particles should have been produced in Illinois than in Europe. Still, data from the two main Tevatron detectors suggest that there are more particle ?events? in the 115 billion to 135 billion electron volt range than one would expect if the Higgs did not exist, Fermilab scientists reported at an in-house seminar.

Further analysis from Europe should pin down whether this signal is real or not. CERN has the mother of all atom smashers: The 27-kilometer-circumference Large Hadron Collider collides protons with protons at energies never before achieved. Project scientists will present their latest findings at a CERN seminar on the morning of July 4, Geneva time, and also later in the week at a high-energy physics conference in Melbourne, Australia. Rumors are flying that the 125 GeV signal may have gotten stronger with data from CERN?s 2012 data run.

If the Higgs is found, the question turns to whether its properties match predictions made by the standard model, or whether they are slightly different. ?If we do find the Higgs, we can start to play these measurements off each other and decide if we have a standard model Higgs or if there?s new physics involved,? said Fermilab physicist Eric James.

Key to the July 4 announcement will be the statistical strength of any reported Higgs signal. Separately, each of the LHC?s two main Higgs experiments may not be able to achieve the desired ?five-sigma? signal, meaning the probability is less than 1 in 3.5 million that a statistical fluke could create the same signal or a more extreme one. Combined, the experiments may be able to reach that threshold. (The Tevatron analysis from its two detectors is just under three sigma, meaning the chance is 1 in 550 that a statistical fluke could create something at least as unusual.)

How long it will take, though, remains a mystery. ?I can tell you 2012 is the year? to learn if the Higgs exists or not, says Tom LeCompte of Argonne National Laboratory. ?I can?t tell you July is the month.?

During a pair of six-month stints in and around Fallujah, Iraq ? then a fiercely volatile city ? Navy corpsman Lucas Velasquez came to know about life.

And death.

From late 2005 through early 2007, not long after nearly 100 U.S. troops and more than 1,350 insurgents were killed in Fallujah during Operation Phantom Fury, Velasquez routinely rendered emergency aid to wounded Marines while ducking bullets, rocket-propelled grenades and IED blasts. Before coming home, he, too, was hit by enemy shrapnel that damaged his left knee. In uniform, Velasquez was smart and quick, adept at practicing field medicine literally while under the gun.

In 2007, after retiring from the Navy, Velasquez, then 23, enrolled at Columbus State University in western Georgia. He promptly failed four of his first six classes.


"It was a struggle," he said.

Velasquez hadn?t been in a classroom for more than five years. Instead of taking strategic lecture notes or studying highlights in the syllabus when prepping for exams, he scribbled nearly every word his professors uttered and tried to absorb every fact in his textbooks. Deeper, there was a vast cultural chasm between other freshmen and the survivor of multiple firefights and risky missions.

?At 19, I was in combat as opposed to trying to go find a party,? he said. ?They really don?t realize how precious life can be, how it can go away in the drop of a dime. They?re more worried about what they?re going to be wearing to school tomorrow, or the spring break that?s coming up. There?s nothing wrong with that. It?s just two different people.?

Among the approximately 800,000 military veterans now attending U.S. colleges, an estimated 88 percent drop out of school during their first year and only 3 percent graduate, according the American Council on Education.

Scores of former servicemen and servicewomen who are among the best in the world at defusing bombs, tracking the enemy, patching bloody limbs, or negotiating with wary Afghanis become futilely lost when trying to author an English paper.

Indeed, the vast, life-experience divide between war veterans and teens fresh out of high school ? all now sharing the same classrooms ? can make the scholastic transition awkward and arduous for ex-soldiers, said Michael Dakduk, executive director of Student Veterans of America, a support network for ex-military college students. SVA now has chapters on more than 500 campuses

Mix in the fat gap of time between the vets? high school days and their attempts to blend into college life and the reasons for the dropout rate become even more obvious.

?They are (taking) academically rigorous courses after being removed from the academic setting for so long,? Dakduk said.

?I didn?t know how to study,? Velasquez said of his first months at Columbus State. ?In the military classes (we had taken), they spoon fed you everything because they didn?t want you to fail. It was a struggle going from a structured lifestyle to one where everything is on you.?

A number of colleges ? Dakduk mentioned the University of Arizona, Syracuse University, Rutgers University, Purdue University, Columbia University and Dartmouth College ? offer well-crafted services that truly help retired military folks thrive in the college classroom.

But some schools falsely sell themselves as ?military friendly? simply to attract veterans on the G.I. Bill when, in reality, they don?t have the adequate infrastructure or counselors to help former soldiers succeed, Velasquez said. After his initial failures, Velasquez had to independently seek external tutoring. He eventually boosted his grade point average to 3.8.

Under the post-911 G.I. Bill,?the federal government covers up to 100 percent of veterans? tuition and fees. That money goes directly to the colleges, making the ex-servicemen and servicewomen financially attractive enrollees.

Earlier this year, SVA revoked chapters at 26 for-profit colleges that failed to meet the organization's requirements, mainly having a student-veteran ? not an administrator ? run the chapter. Those booted schools included the Art Institute of New York City, Brown Mackie College in Akron, Ohio, DeVry University in Orlando, Fla., ECPI College of Technology in Raleigh, N.C., and ITT Technical Institute in South Bend, Ind.

The misleading, so-called military-friendly sales pitch made by some colleges to attract vets, Velasquez said, is a big reason for the dropout rate.

?There was a concern around certain predatory, for-profit schools using our brand to legitimize their programs,? Dakduk said. (he added that better statistics are needed to precisely calculate the veteran dropout rate; the post-911 G.I. Bill was enacted three years ago, which means, Dakduk said, not enough time has passed to gauge its impact on today?s enrolled ex-soldiers).

In August 2011, Velasquez transferred to the University of Colorado Denver after getting married. (He had been to Colorado earlier in his life and purposely picked the state for a new start). UCD, he learned, had a three-tiered system to help vets transition from military to college, stay in school and then move from graduation to the workforce. As part of that program, the school assigns an upper classman to incoming, ex-military students to mentor them socially and academically. It?s based on a similar program used at U.S. military bases.

?What we try to facilitate with that is the camaraderie - the community - because that?s one of the biggest things (ex-military) people miss,? said Cameron Cook, head of UCD?s veteran student services. ?It?s one of the hardest things: missing your team, your friends in the military. That?s really hard to let go.?

A retired Marine, Cook soon e-mailed Velasquez and invited him to participate in the program,

?This is perfect, just what veterans need, something that helps them take that veteran experience and use it in college,? Velasquez said.

?When they get out of the military, the average student veteran is so focused on transition into college, finding a place to live, getting on the G.I. Bill. They?re very busy reintegrating,? The ?shadows? of PTSD, including rampant anxiety and sleeplessness, often are triggered by daily stress ? for example, by exams.

?We see a big increase [in students presenting with PTSD symptoms] right at midterms and it grows exponentially until finals,? Cook said.

?One student told me that at the beginning of every semester he feels like he?s getting ready to go on a deployment,? Cook said. ?And you can parallel finals to being like miniature battles.??

?And I?ve had other students say: ?I don?t know why I?m stressed about a biology test when I was in Fallujah. Why am I stressed about this when I?ve been through so much previously?? The reason is: the Fallujah experience gets linked to the stress of midterms. They already have stress and then academic stresses just build on that.?

Or, as one retired non-commissioned officer who attends UCD summed up the challenges of the veteran-college experience and high dropout rate: "I was the man in the military. We had so much responsibility [overseas], people's lives were on the line. Now I'm sitting next to an 18 year old and I'm struggling to keep up with him in this class."

Spain wins again, beating Italy 4-0 at Euro 2012

(AP) ? Just like clockwork, Spain's "tiki taka" passing game tore Italy apart.

The World Cup champions controlled the play Sunday in the European Championship final, as they usually do. They moved the ball up the field with short pass after short pass, as they usually do.

But, incredibly, they also managed to score a whopping four goals, something they don't usually do.

It all added up to a 4-0 win over Italy and a third straight major soccer title for Spain.

"We won being true to our playing style, and by moving the ball the we way we moved it we knew how to take charge of the match," said Spain goalkeeper Iker Casillas, the team's captain. "What we do is difficult but we make it look easy."

Casillas and Spain striker Fernando Torres also made their own histories. Torres became the first man to score in two European Championship finals, and Casillas played in his record 100th victory in international soccer.

Spain's other goals on Sunday at the Olympic Stadium came from David Silva, Jordi Alba and Juan Mata.

"We were superior to Italy," said midfielder Xavi Hernandez, perhaps Spain's most influential player over the last four years. "We played a complete game and perhaps the best of the entire European Championship. We made history."

Four years ago at Euro 2008, Spain ended a 44-year drought of major titles, beating Germany 1-0 in the final to start a run that has been unmatched by any other team in history.

Although they lost to the United States in the semifinals of the Confederations Cup in 2009, snapping a record 15-game winning streak, the Spanish have been nearly impossible to beat in competitive matches.

A year after that game against the Americans, Spain opened the 2010 World Cup with a loss to Switzerland. But they then went on a tear, winning their next six games to finally claim a World Cup title and undoubtedly shed for good the "underachiever" tag.

In all that time since Euro 2008, Spain has won with flair, using its short passing game ? dubbed "tiki taka" by the Spanish media and adopted by the team ? to dazzle scrambling opponents.

"Tonight, there was no contest," Italy goalkeeper Gianluigi Buffon said. "They were too superior, so the bitterness at losing this final is only relative."

Against Italy, Spain was the favorite, but was also primed to be beaten after being held to a 1-1 draw by the Italians in their opening Group C match. Spain, which has been experimenting with a lineup that excludes a recognized striker, needed a penalty shootout to reach the final after a 0-0 tie with Portugal in the semifinals.

"They've been playing at a very high level for years," Italy coach Cesare Prandelli said. "And even though they didn't use any traditional striker, they were able to give weight to their attack."

The controversial lineup, which Spain coach Vicente del Bosque again employed on Sunday, is akin to playing in the Super Bowl without a running back. Sure, you can still score touchdowns, but you give up on the chance for a game-breaking play.

Still, the midfielders and the defenders got the job done in the first half. Silva headed in a high shot in the 14th minute off a pass from Cesc Fabregas. And Alba added another in the 41st, picking up a beautiful through ball from Xavi and shooting past Buffon.

"The game was ours after the first goal, but the truth is that we played one heck of a game," Fabregas said.

Italy's task was tough enough with 11 players, and it became impossible with only 10 after the 64th minute. All its substitutes were used when midfielder Thiago Motta, who had only been on the field for seven minutes, was taken off with an injury.

Torres, who came on for Fabregas in the 75th minute, then added the third goal with a relatively easy finish and Mata really put the game away in the 88th, knocking in a pass from Torres.

"The second goal by Jordi hurt them, and then the third finished them off," said Casillas, who made a point-blank save on a shot from Antonio Di Natale at the start of the second half and twice tipped crosses out of danger just before the Italians could get their heads to the ball.

With every save, and of course with every goal, the huge group of Spain supporters cheered and screamed. The red-shirted fans dominated one corner of the stadium, filling up more than six sections of the Olympic Stadium. On the opposite side, the blue-clad Italians were far outnumbered, with dozens of empty yellow seats poking through the mass of supporters.

Also in the stands were several heads of state. Italian Premier Mario Monti, along with other EU leaders, had said they would not travel to Ukraine for the tournament because of the politically tainted jailing of former Prime Minister Yulia Tymoshenko. But that didn't stop him from attending the final in Kiev.

Spanish Prime Minister Mariano Rajoy also attended the match, and got to watch as his players celebrated with confetti and fireworks when they lifted yet another major trophy.

"I don't believe it," said Alba, who has played only nine matches for Spain, "but little by little it is sinking in."
