Eastern storms kill 13, cut power to millions

WASHINGTON (AP) ? Millions across the mid-Atlantic region sweltered Saturday in the aftermath of violent storms that pummeled the eastern U.S. with high winds and downed trees, killing at least 13 people and leaving 3 million without power during a heat wave.

Power officials said the outages wouldn't be repaired for several days to a week, likening the damage to a serious hurricane. Emergencies were declared in Maryland, West Virginia, Ohio, the District of Columbia and Virginia, where Gov. Bob McDonnell said the state had its largest non-hurricane outage in history, as more storms threatened. "This is a very dangerous situation," the governor said.

In West Virginia, 232 Amtrak passengers spent Friday night on a train that was blocked on both sides by trees that fell on the tracks, and they were waiting for buses to pick them up Saturday. And in Illinois, storm damage forced the transfer of dozens of maximum-security, mentally ill prisoners from one prison to another.

In some Virginia suburbs of Washington, emergency 911 call centers were out of service; residents were told to call local police and fire departments. Huge trees fell across streets in Washington, leaving cars crunched up next to them, and onto the fairway at the AT&T National golf tournament in Maryland. Cell phone and Internet service was spotty, gas stations shut down and residents were urged to conserve water until sewage plants returned to power.

The outages were especially dangerous because they left the region without air conditioning in an oppressive heat. Temperatures soared to highs in the mid-90s in Baltimore and Washington, where it had hit 104 on Friday.

"I've called everybody except for the state police to try to get power going," said Karen Fryer, resident services director at two assisted living facilities in Washington. The facilities had generator power, but needed to go out for portable air conditioning units, and Fryer worried about a few of her 100 residents who needed backup power for portable oxygen.

On Saturday night, the train passengers stranded near rural Prince, W.Va., were waiting for buses to pick them up after they got stuck at 11 p.m. the previous evening, said Amtrak spokesman Steve Kulm. Kulm said the train bound from New York to Chicago has power, so lights and air conditioning are working. He says that since it's a long-distance train, it was stocked with food and crew members were able to get to town to buy more.

Kulm says passengers should be on the buses sometime Saturday evening.

About 170 miles to the northeast in Morgantown, W.Va., Jeff and Alice Haney loaded their cart at Lowe's with cases of water, extra flashlights and batteries, and wiring for the generator they hoped would be enough to kick-start their air conditioner. Even if they had to live without cool air, the family had a backup plan.

"We have a pool," Jeff Haney said, "so we'll be OK."

The storm did damage from Indiana to New Jersey, although the bulk of it was in West Virginia, Washington and suburban Virginia and Maryland. At least six of the dead were killed in Virginia, including a 90-year-old woman asleep in bed when a tree slammed into her home. Two young cousins in New Jersey were killed when a tree fell on their tent while camping. Two were killed in Maryland, one in Ohio, one in Kentucky and one in Washington.

Illinois corrections officials transferred 78 inmates from a prison in Dixon to the Pontiac Correctional Center after storms Friday night caused significant damage, Department of Corrections spokeswoman Stacey Solano said.

No one was injured, Solano said. Generators are providing power to the prison, which is locked down, confining remaining inmates to their cells.

Utility officials said it could take at least several days to restore power to all customers because of the sheer magnitude of the outages and the destruction. Winds and toppled trees brought down entire power lines, and debris has to be cleared from power stations and other structures. All of that takes time and can't be accomplished with the flip of a switch.

"This is very unfortunate timing," said Myra Oppel, a spokeswoman for Pepco, which reported over 400,000 outages in Washington and its suburbs. "We do understand the hardship that this brings, especially with the heat as intense at is. We will be working around the clock until we get the last customer on."

Especially at risk were children, the sick and the elderly. In Charleston, W.Va., firefighters helped several people using walkers and wheelchairs get to emergency shelters. One of them, David Gunnoe, uses a wheelchair and had to spend the night in the community room of his apartment complex because the power ? and his elevator ? went out. Rescuers went up five floors to retrieve his medication.

Gunnoe said he was grateful for the air conditioning, but hoped power would be restored so he could go home.

"It doesn't matter if it's under a rock some place. When you get used to a place, it's home," he said.

More than 20 elderly residents at an apartment home in Indianapolis were displaced when the facility lost power due to a downed tree. Most were bused to a Red Cross facility to spend the night, and others who depend on oxygen assistance were given other accommodations, the fire department said.

Others sought refuge in shopping malls, movie theaters and other places where the air conditioning would be turned to "high."

In Richmond, Va., Tracey Phalen relaxed with her teenage son under the shade of a coffee-house umbrella rather than suffer through the stifling heat of her house, which lost power.

"We'll probably go to a movie theater at the top of the day," she said.

Phalen said Hurricane Irene left her home dark for six days last summer, "and this is reminiscent of that," she said.

Others scheduled impromptu "staycations" or took shelter with friends and relatives.

Robert Clements, 28, said he showered by flashlight on Friday night after power went out at his home in Fairfax, Va. The apartment complex where he lives told his fiancee that power wouldn't be back on for at least two days, and she booked a hotel on Saturday.

Clements' fiancee, 27-year-old Ann Marie Tropiano, said she tried to go to the pool, but it was closed because there was no electricity so the pumps weren't working. She figured the electricity would eventually come back on, but she awoke to find her thermostat reading 81 degrees and slowly climbing. Closing the blinds and curtains didn't help.

"It feels like an oven," she said.

At the AT&T National in Bethesda, Md., trees cracked at their trunks crashed onto the 14th hole and onto ropes that had lined the fairways. The third round of play was suspended for several hours Saturday and was closed to volunteers and spectators. Mark Russell, the PGA Tour's vice president of rules and competition, couldn't remember another time that a tour event was closed to fans.

"It's too dangerous out here," Russell said. "There's a lot of huge limbs. There's a lot of debris. It's like a tornado came through here. It's just not safe."

The outages disrupted service for many subscribers to Netflix, Instagram and Pinterest when the storm cut power to some of Amazon Inc.'s operations. The video and photo sharing services took to Twitter and Facebook to update subscribers on the outages. Netflix and Pinterest had restored service by Saturday afternoon.

The storm that whipped through the region Friday night was called a derecho (duh-RAY'-choh) , a straight line wind storm that sweeps over a large area at high speed. It can produce tornado-like damage. The storm, which can pack wind gusts of up to 90 mph, began in the Midwest, passed over the Appalachian Mountains and then drew new strength from a high pressure system as it hit the southeastern U.S., said Bryan Jackson, a meteorologist with the National Weather Service.

"It's one of those storms," Jackson said. "It just plows through."

PPTV Ranked No.1 by Daily User Traffic in China Online Video ...

Released on June 28th, 2012

BEIJING, June 28, 2012 /PRNewswire-Asia/ ? According to the latest statistics released on June 3, 2012 by iResearch, the leading China internet research company, PPTV?s Daily Unique Visitors have reached 34 million, ranked No. 1 in the online video industry. With intense competition among China video players and low royalties for online video users, video companies are pursuing a strategy of content differentiation to stay ahead of the competition. PPTV has been building its differentiated content base on sports programming, exclusive Korean TV dramas and Taiwanese live TV shows for quite a while. Such a differentiated content strategy has helped the company retain its user base and support its growth amidst strong competition.

(Photo: http://www.prnasia.com/sa/2012/06/28/20120628122823561218.html )

iResearch released data based on the measurement of ?Comprehensive Video Services Ranking? that includes user traffic from both web and client software based video usage. The recent data shows that PPTV, Youku and PPS are ranked as the top three in the industry, all passing 30 million unique users in May 2012. Many believe that Euro 2012 has helped PPTV boost its traffic as PPTV is known for its live streaming technology and large sports content holdings. PPTV is one of only two video companies which acquired the Euro 2012 live streaming copyrights (Tencent video is the other). According to industry experts, PPTV has grown its traffic rapidly in the past six months, and is ranked No.1 in YTD growth, seen from the year-to-date traffic growth trend. After completing a $250 million financing deal with Softbank last year, PPTV invested in a exclusive content library including sports programming, Korean dramas and Taiwanese TV shows. These contents are generally not available on Chinese TV broadcasting stations. Content exclusivity and differentiation keeps PPTV ahead of the competition.

Although the top three companies are very close to each other in the overall ranking of Comprehensive Video Services, PPTV had outperformed most of its peers via its growth rate of 26.8%, followed by Tencent at 25.1%. The Euro 2012 programming has clearly provided a big boost to both of their traffic.

The measurement of ?Daily Unique Visitors? is considered as a key index for advertisement placement. Some experts have pointed out, with Youku and Tudou?s merger, that their expected synergy has yet to be seen as the integration process goes on. Suffering from recent lawsuits from Tencent and Sohu, PPS seems to have a shortage of copyrighted content in its content library. It is a fact that most video players can hardly differentiate themselves from each other from a content standpoint. On the other hand, PPTV has constantly invested in live sports programming, such as Euro 2012, English Premier League, NFL, UFC and domestic sports like the CBA, CSL, etc. In early 2011, PPTV signed deals with Korean and Taiwanese TV broadcasters, so PPTV now owns exclusive rights to most Korean TV dramas and Taiwanese TV shows. ?We have been pursuing our content differentiation strategy and have focused our investment on it. We understand that sports draw in male viewers, and Korean and Taiwanese TV shows are very appealing to female users,? said Vincent Tao, CEO of PPTV, adding, ?However, having great content does not guarantee traffic growth.? PPTV, once viewed as a client software based video player, has engineered and released their new video products across all devices, including their web viewing product and tablet and mobile phone based products for Android, iOS, Mac, Win 8, etc. The wide availability of its video experience has helped PPTV attract more video users. At the end of May 2012, PPTV ranked as the No.1 most downloaded iPad appstore video application.

The next question is whether PPTV is able to monetize their programming content effectively. In China, Sports media has gone through many tough times. PPTV has developed a so called SEM program, Sports Entertainment Marketing, to attract advertisers. According to a third party source, PPTV had bagged more than 30 advertising sponsors for its Euro Cup live programming at an estimated dollar amount of over 30M RMB. ?2012 is all about sports and monetization,? said Tao. With the Olympics coming, it could be a great year in terms of content differentiation among China?s major online video players.

Thoughtfully Gaming ? Evangelical Outpost

Culture, Featured, Film, Gaming, Media ? By J.F. Arnold on June 28, 2012 at 7:00 am

I?ve written about the usefulness of gaming at least once before, and I was primarily arguing that happiness should not be our final determiner for our actions, particularly in choosing which games we play. I mentioned that games can provide us with a unique world to discuss a variety of issues, especially questions of morality. This holds true, but it presumes that gamers are gaming thoughtfully. This isn?t always the case, unfortunately, but it is something Christians should hold themselves to, if they decide to game.

The Gospel Coalition had an article about the dangers and benefits of gaming recently, which is worth checking out. In fact, take some time and read the articles linked there, because they are all fascinating. I think there?s definitely cause for concern when it comes to youth and gaming. Studies have shown that gaming can be addictive, though that should hardly be surprising. I?m a little more wary of suggestions that gaming leads to violence, mostly because people barely bat an eye at other sorts of violent media. But I?m no sociologist or psychologist, so I?ll leave that one up for speculation and further research. The Gospel Coalition?s article?s conclusion is spot on:

Yes, video games are contributing to our crisis of a pervasive entertainment culture. Much of what we watch, listen to, and play encourages escapism. But the problem isn?t so much with the medium as with the na?ve and thoughtless ways we indulge ourselves. Neither blindly chasing ?cool? video games nor?stubbornly rejecting every new form of entertainment can protect us from our sinful disposition. What we choose to play, we must learn to responsibly engage.

When it comes down to it, Christians should be thoughtfully engaging in anything we face; this includes television, books, movies, video games, blogs, social media, and a host of other things I?ve likely forgotten. If we don?t step up and make it a point to consider carefully what we are participating in, we?re likely to be influenced negatively by these forms of media, particularly when they become far more interactive. As a gamer myself, this topic is important to me; I want to learn to analyze the ethical issues surrounding decisions in?Mass Effect?and Fallout 3 as much as I want to flex my creativity muscles in Minecraft. Sometimes the game itself won?t provide much food for thought, beyond the enjoyment of strategy and problem solving, but that doesn?t mean I can?t recognize and think through the experience of a multiplayer match of Halo. Sometimes spending time side-by-side with a friend against a common foe will teach me about cooperation and sacrifice, rather than seeking the glory all for myself.

Of course we should not spend all of our time gaming, but this is true for any entertainment. Much like we should consider both the content and the themes of the films we choose to watch, so should we seek to understand both the explicit narrative moves and the actions we vicariously take in these games. If my gaming always comes down to ?killing the bad guys,? but I never think about what justifies my conclusion that the bad guys are bad or why that makes it my responsibility to end their lives, I?ve probably missed at least one useful aspect of participating in a war game.

This applies to movies just as easily. For instance, when I watched the movie Taken, I immediately felt what a lot of viewers felt: if it were my daughter who was kidnapped, my gut instinct is to fly to Europe, kill the people responsible for taking her, and save her life. ?Upon reflection, I began to question what I would do in that situation, realistically, in light of not only my own lack of skill in regards to hunting and killing terrorists (I?m sorely lacking), but also considering the ethics behind killing what are obviously bad men; it would definitely be my place to defend my family from evil, but at what point do my actions become evil themselves? The question isn?t as easy as ?killing is always wrong? or ?kill anyone who hurts your family at all,? of course, but the point here isn?t to answer the question. The point is to say that the entertainment industry can help us ask important questions.

Let?s remember to ask questions when we view films, play video games, or read books.

LG VS950 hits the FCC with Verizon LTE, looks suspiciously like the Optimus Vu

LG and Verizon have something special in the works, and judging from the information we were able to glean from some mysterious documents submitted to the FCC (and subsequently approved today), it appears to be Big Red's version of the Optimus Vu. While the docs don't come out and specifically mention the Vu name or the phone's iconic 5-inch display, the diagram (seen above) of the LG VS950 shows the exact same speaker grille setup on the lower left as well as the SIM flap on the upper right. But if that weren't enough to clue us in, you can clearly see something that looks curiously like an antenna on the top left -- in the very same place as the Korean Optimus Vu. The VS950 sports NFC and offers LTE band 13 and GSM 850 / 1900. The phone's already received Bluetooth Certification, so we're hoping this means it's in the final stages of testing. Let's just hope it comes with a newer version of firmware than its Korean counterpart.

Aircraft Charter May be Cheaper than Regular | Anytime Airport Shuttle

Aircraft Charter May be Cheaper than Regular photoThough it may appear initially that private aircraft are a corporate luxury, they can actually save a business traveler money in some circumstances. Aircraft charters offer security, safety, flexibility and convenience.

First of all, to travel anywhere on short notice, be prepared to pay several times as much as you would if you had booked an economy ticket a few weeks ahead of time. Unfortunately, in today?s fast moving business world, executives often do not have more than a few days notice of where they will be needed. So to be fair, when comparing the cost of a private or charter plane, the cost per traveler should be compared with the cost of a first-class ticket, not the standard economy fair.

In addition, work and meetings can take longer than expected to complete, so it can be difficult to plan the return trip at the time of ticket purchase. And one-way tickets, aside from being even more expensive, can lead to lengthy, aggressive security searches due to terrorist profiling by airport security. To be competitive, today?s management team cannot be restricted by the inflexibility of airline schedules and ticket bookings.

Also, commercial flights may simply not be available at the time desired. With tight budgets, airplanes are overbooked, so even if the traveler is prepared to pay for a top-class ticket, the seats may already be all booked. With an aircraft charter you can set your own schedule, and aircraft charters can be changed or rescheduled on short notice.

With an aircraft charter your business schedule becomes the flight schedule. Charter flights allow the traveler to avoid the check-in an security lines, missed connections and the long drives to locations far away from the major airports. Also, factor in the overnight stays due to poor connections. This leads to hotel and restaurant expenses, as well as productive business time lost. Aircraft charters allow more sales calls, more time to manage your business and ultimately more leisure and family time.

With security searches, constant distraction and movement of valuable items such as laptops, cellphones and business papers, be prepared for theft and loss on commercial airline trips. Trips on charter aircraft are much more organized and relaxed, allowing the business traveler to manage equipment better. With a private jet charter the chances of losing luggage are almost non-existent.

It is possible to host a private meeting on board aircraft charter since the only passengers on the aircraft are the staff or invited guests. Computers and paperwork are much easier to handle without the logistical problems of cramped seats and poor power sources, not to mention the distractions caused by fellow passengers.

The film, entertainment and fashion industries have been using charter aircraft for years. Due to high costs of moving production teams between locations, charter aircraft are extremely cost effective. They offer the advantage of traveling from one point to another in a shorter period of time, without scrambling to reassemble at connection points, and safe transport of cameras and other expensive equipment.

Professional athletes have long used aircraft jet charter for their special needs. Their schedules are uncertain so an aircraft jet charter must always be available for early or delayed departures. Many amateur athletes have also been taking advantage of an aircraft jet charter when the need arises due to the same concerns and possible schedule conflicts. Also, bulky sports equipment sometimes causes problems on commercial flights so an aircraft jet charter would probably be required. Airlines are toughening the regulations for overweight luggage, and some types of sports equipment may be too large. Charter aircraft allow extra space for cargo, and staff are available to assist with loading and unloading.

Clubs, organizations and associations may find a private jet charter a more convenient and even cheaper way to travel. When dealing with a group, there is a great time saving together with the reduction of stress and frustration. A private jet charter facilitates the check-in process by avoiding long security lines and facilitating baggage check in. For a large group, a charter aircraft may be less expensive that individual tickets. Next time your group needs to travel together check out the costs of a private jet charter.

Aircraft charters are becoming known as the preferred option for an increasing number of business travelers. Seasoned charter travelers already know the value of an aircraft charter. Drive your car up to the charter aircraft lot and park within a few steps of the departure lounge, and enjoy a more streamlined and relaxed travel experience on your own charter aircraft for the same or, sometimes, even less cost.

Washington, D.C.Although there have been about 800 extra-solar planets discovered so far in our galaxy, the precise masses of the majority of them are still unknown, as the most-common planet-finding technique provides only a general idea of an object's mass. Previously, the only way to determine a planet's exact mass was if it transitshas an orbit that periodically eclipses that of its host star. Former Carnegie scientist Mercedes Lpez-Morales has, for the first time, determined the mass of a non-transiting planet. The work is published by Astrophysical Journal Letters.

Knowing a body's mass is essential first to confirm it is a planet and if so, to determine whether it is rocky and possibly habitable or large and gassy. Until now, only the masses of transiting planets have been measured. Transiting planets are also the only type of extra-solar objects on which atmospheres have been detected.

Lpez-Morales, along with her colleagues Florian Rodler and Ignasi Ribas of the Institute of Space Sciences, ICE (CSIC-IEEC, in Barcelona, Spain) measured the exact mass of a non-transiting planet. They did this using a new method that involves studying the carbon monoxide signature of the planet's atmospheredetecting, in the process, the atmosphere of this non-transiting planet.

The planet is called Tau Boo b, located in the constellation of Bootes, and it orbits a star about 50 light years from Earth that's bright enough to be visible to the naked eye. The planet is similar in size to Jupiter and is so close to its star (only 8 stellar radii), that a year for this planet asts only 3.3 Earth days. Furthermore, its surface temperature reaches 1,500 C, making it inhospitable to life.

Discovered in 1996, Tau Boo b was one of the first planets originally detected by the radial velocity method. This planet does not transit, but its presence and characteristics were initially determined by the wobble of its host star. This technique only provides a rough indication of a detected planet's mass.

In June 2011, Lpez-Morales' team conducted five hours of observations at near infrared wavelength (2.3 microns). They obtained data from the high-resolution spectrograph CRIRES, an instrument mounted on one of the four 8.2m Very Large Telescopes (VLT) of the European Southern Observatory (ESO) in Chile.

The observations and subsequent data analysis revealed the presence of carbon monoxide in the planet's atmosphere. In addition, by studying the planet's orbital motion through the displacement of spectral lines of carbon monoxide, the team was able to calculate its exact mass5.6 times Jupitera first using this particular method, and also a first for a non-transiting planet.

An independent study conducted by researchers at the University of Leiden in the Netherlands obtained a similar result for the same planetary system, confirming the potential of this technique.

"This method represents a strong advance in the field of exoplanets," said Lopez-Morales. "It opens a new path to determine masses of exoplanets and the composition of their atmospheres"

The research team expects many more planets will be weighted using this new technique. They are also convinced that in the future, they will be able to detect molecules that are associated with the presence of life in non-transiting distant planets."

Microsoft to Improve Its Enterprise Social Networking with Yammer Acquisition

On Monday, Microsoft announced plans to acquire Yammer, a leading provider of enterprise social networks, in an attempt to improve its presence in this market segment.

The two companies have entered a definitive agreement through which Microsoft will purchase Yammer for $1.2 billion in cash.

Moreover, the Redmond-based company also announced its intention to integrate Yammer into its Microsoft Office Division, led by division President Kurt DelBene. The team will continue to report to the current CEO David Sacks.

?The acquisition of Yammer underscores our commitment to deliver technology that businesses need and people love,? said Steve Ballmer, CEO, Microsoft.

?Yammer adds a best-in-class enterprise social networking service to Microsoft?s growing portfolio of complementary cloud services.?

Yammer was launched in 2008, but is currently counting over 5 million corporate users, including employees at 85 percent of the Fortune 500.

Through this service, people can access a secure, private social network that is available for free, which makes it easier for companies to convert grassroots movements into enterprise initiatives.

However, while the basic service is being offered for free, customers can also choose to upgrade to receive advanced administrative and security controls, integrations with enterprise applications, and other features.

Following the acquisition, Yammer will continue the development of its standalone service and will remain committed to simplicity, Microsoft stated. It will also remain focused on innovation and cross-platform experiences.

However, Microsoft does aim at accelerating the adoption of Yammer, while working on coming up with complementary offerings from SharePoint, Office 365, Microsoft Dynamics and Skype.

?When we started Yammer four years ago, we set out to do something big,? David Sacks said. ?We had a vision for how social networking could change the way we work. Joining Microsoft will accelerate that vision and give us access to the technologies, expertise and resources we?ll need to scale and innovate.?

The acquisition will be subjected to customary closing conditions, including regulatory approval, Microsoft also stated.

Spain requests EU aid, market hopes dim

MADRID/BRUSSELS (Reuters) - Spain formally requested euro zone rescue loans on Monday to recapitalize banks that are laden with bad debts as the euro and shares fell due to investors' skepticism that a European Union summit this week will act decisively on the bloc's debt crisis.

Spanish Economy Minister Luis de Guindos asked for up to 100 billion euros ($125 billion) in a letter to Euro group chairman Jean-Claude Juncker, saying the final amount of assistance would be set at a later stage.

He confirmed his intention to sign a Memorandum of Understanding for the package by July 9 and said the amount should be enough to cover all banks' needs, plus an additional security buffer.

The EU's top economic official, Olli Rehn, said a deal on terms for the loan from Europe's bailout funds could be concluded in a matter of weeks.

"The policy conditionality of the financial assistance, in the form of an EFSF/ESM loan, will be focused on specific reforms targeting the financial sector, including restructuring plans which must fully comply with EU state aid rules," he said.

The rescue, agreed on June 9, is intended to help Spanish lenders recover from the effects of a burst real estate bubble and a recession, which have piled up bad loans and sinking property portfolios. Prime Minister Mariano Rajoy told business leaders he would soon take new measures to revive economic growth and create jobs. He gave no details but said the government remained committed to cutting the public deficit.

Two independent audits last week put the Spanish banks' capital needs in a severe economic downturn at up to 62 billion euros, and a fuller audit will be delivered in September.

Some market economists believe the rescue is merely a prelude to a full bailout for the Spanish state, which saw its borrowing costs soar to euro era record levels above 7 percent early last week, although they have eased to below 6.50 percent.

Spanish and Italian bond yields began to rise again on Monday as markets digested the outcome of a meeting of leaders from the euro zone's four biggest economies in Rome last Friday at which German Chancellor Angela Merkel rejected any new financial commitments to underpin the single currency.

A German government spokesman said on Monday that Merkel was worried that just before the full EU summit on Thursday and Friday, people were expressing a wish for "supposedly easy solutions" such as shared liability.

A working document prepared by top European Union officials calls for the gradual introduction of a banking union, starting with supervisory power for the European Central Bank and developing a deposit guarantee scheme based on pooling national systems, with a levy-funded bank resolution fund.

BERLIN REJECTION

Berlin has so far rejected any joint deposit guarantee or resolution fund, as well as proposals that euro zone governments should assume joint responsibility for each other's debts.

Finance Minister Wolfgang Schaeuble hammered home this message in weekend interviews, saying that throwing more money at the crisis would not solve the problems, and telling Greece it must try harder rather than seeking to soften bailout terms.

"We have to fight the causes," Schaeuble told German TV network ZDF. "Anyone who believes that money alone or bailouts or any other solutions, or monetary policy at the ECB - that will never resolve the problem. The causes have to be resolved."

He cited Ireland and Portugal as countries that were succeeding in their EU/IMF adjustment programs and said Greece had not made a sufficient effort.

Merkel and French President Francois Hollande, whose position is close to that of the top four EU officials, will have one more try at narrowing their differences before the summit on Thursday and Friday.

But the German leader has shown no sign of relenting in her refusal to take on new liabilities for German taxpayers until other euro zone states agree to hand more sovereignty over national budgets and economic policies to EU institutions.

Hollande took the opposite position on Friday, saying there could be no more transfer of sovereignty until there was greater "solidarity" in the EU.

The two-day EU summit will be the 20th time leaders have met to try to resolve a crisis that has spread across the continent since it began in Greece in early 2010.

Greece's new prime minister Antonis Samaras and his finance minister Vassilis Rapanos will both miss the summit, and a visit by "troika" inspectors representing the country's international creditors due this week has been postponed.

Samaras is recovering from eye surgery he underwent on Saturday and Rapanos is in hospital after suffering from nausea before he could be sworn in.

The German spokesman said no decisions would be taken on Greece at the summit as the "troika" inspectors from the European Commission, ECB and the International Monetary Fund must first assess Greek compliance with its 130 billion euro bailout agreement before any renegotiation could be considered.

The Samaras government, which was sworn in last week, has called for the renegotiation of the terms of Greece's bailout, which is keeping the country from bankruptcy but at the cost of great economic suffering.

Ireland and Portugal have also required sovereign bailouts and the crisis now threatens Spain and Italy. Cyprus, one of the euro zone's two smallest economies which is heavily exposed to Greece, is also on the brink of needing a rescue.

Cyprus's president has convened a meeting of the country's political leaders on Tuesday to discuss economic issues amid speculation that it may request assistance after ratings agency Fitch cut its sovereign debt to non-investment grade.

The euro zone has set up two rescue funds to try to contain the crisis, the temporary EFSF and the permanent ESM, due to come into force next month, but markets have so far judged that they contain too little money and their governance is too inflexibly to be effective.

(AP) ? Sustaining his attacks on rival Mitt Romney, President Barack Obama pledged Tuesday to bring back jobs that have moved overseas and portrayed his challenger as the type of wealthy investor who would pollute, outsource jobs and take down unions to maximize profits.

For the second day in a row, Obama targeted Romney, emphasizing that the contest between them is a choice between ideologies, not a referendum on his own performance.

"The question is not whether we need to put more folks back to work or whether we need to see the economy growing faster or whether we need to bring down our debt," he told a crowd of donors in Atlanta. "The question is how do we do it."

The president built upon his campaign's recent attacks Romney's business record. The Obama team says the private equity firm Romney formerly ran invested in companies that sent jobs to China and India.

"His basic vision is one in which if wealthy investors like him, folks at the very top are freed up from any kind of regulations, if they are maximizing their profits, even if they are polluting more, or offshoring jobs or avoiding taxes or busting union, whatever the strategy is ? if they are doing well, then everybody else is automatically doing well," Obama said.

The president spoke at a 500-person fundraising reception, with ticket prices started at $500 per person. He had additional fundraisers planned later Tuesday in Florida.

His remarks were on the second day of a fund raising trip that comes as Obama and his team raise alarms that Romney and his Republican allies will outspend him during the presidential campaign.

In an e-mail to supporters Tuesday, Obama bluntly stated: "I will be the first president in modern history to be outspent in his re-election campaign, if things continue as they have so far."

The urgent tone is designed to spur more giving. Until last month, Obama had been by far the leading fundraiser in the presidential contest. But Romney, after securing the nomination, has consolidated his support.

Romney raised more than $76 million last month for his presidential campaign and for the GOP, compared to $60 million for Obama and the Democrats. Obama's advisers say they expect Republican-leaning super PACs to pull in $1.2 billion before the election, posing a big-money challenge for the president. Obama has more than $100 million in his campaign account, but Democratic super PACs have struggled to raise money, making it possible that an incumbent president will be outspent.

Obama has now raised the stakes, saying that even without the help of GOP-leaning super PACs, Romney could still outspend him.

Obama was to collect more than $2.3 million at fundraisers in Atlanta and Miami on Tuesday following top-dollar events Monday night in Boston.

"They will spend more money than we have ever seen in American history, and their message is very simple," Obama said Monday in Boston. "They will just tell you that the economy is not where it needs to be, the economy is bad, and it's all my fault."

Obama was holding the fundraisers at the start of a pivotal week for his campaign. The Supreme Court is expected to rule on Obama's health care overhaul law this week, passing judgment on the most significant piece of legislation during his presidency.

The president was holding two fundraisers in Atlanta, followed by two events in Miami Beach, including a performance by singer Marc Anthony.

High court strikes down parts of Ariz. immigration law

By Tom Curry, msnbc.com National Affairs Writer

Updated at 4:50 pm ET In a split decision, the Supreme Court on Monday upheld one part of a tough Arizona immigration law, but struck down other sections.

The Supreme Court has handed down a ruling on Arizona's strict immigration law. NBC's Pete Williams reports.

The part of the law the justices upheld requires police officers stopping someone to make efforts to verify the person?s immigration status with the federal government.

Text of the decision (PDF)

The justices struck down three other parts of the law:

  • One making it a crime for an illegal immigrant to work or to seek work in Arizona;
  • One which authorized state and local officers to arrest people without a warrant if the officers have probable cause to believe a person is an illegal immigrant;
  • And one that made it a state requirement for immigrants to register with the federal government.

"Arizona may have understandable frustrations with the problems caused by illegal immigration" while the federal goverrment tries to enforce immigration law, but the state "may not pursue policies that undermine federal law," wrote Justice Anthony Kennedy in the majority opinion.

The U.S Supreme Court annoucines decisions on June 25.

The court said that there are several ways for state officials to?cooperate with the federal government on immigration enforcement, such as by responding to federal requests for information about when a particular non-citizen will be released from state custody.

"But the unilateral state action" to arrest and detain suspected illegal immigrants "goes far beyond these measures, defeating any need for real cooperation" between the state and the federal government.

Monday's decision is only a prelude to further litgation over what now remains of the Arionza statute.

Yuri Gripas / Reuters

Members of the media gather June 25 for a stakeout in front of U.S. Supreme Court in Washington.

NBC?s Pete Williams reported that ?there are other lawsuits against this law. There are several civil liberties groups suing in Arizona, claiming that this law is racial profiling, and those cases have yet to work their way through the courts.?

Monday's decision was a partial victory for President Obama who had criticized the Arizona law, saying it ?threatened to undermine basic notions of fairness that we cherish as Americans.??

Republican presidential hopeful Mitt Romney said Monday, "I would have preferred to see the Supreme Court give more latitude to the states not less. And there are states now under this decision have less authority, less latitude to enforce immigration laws."

He added that immigration policy has "become a muddle. But it didn?t have to be this way. The president promised in his campaign that in his first year he would take on immigration ... put in place a long term program to care for those who want to come here legally, to deal with illegal immigration, to deal with securing our borders. All these things he was going to in his first year he had a Democrat house and a Democrat senate but he didn?t do it. And because he didn?t act, states and localities have tried to act and now the courts trying to get into it and sort things out and it?s a muddle"

Attorney General Eric Holder said in a statement that "I remain concerned about the impact" of the part of the law that requires police to attempt ?to check the immigration status of?people they stop when they have reason to suspect that the person is in the United States unlawfully.

Holder said the Justice Department "will continue to vigorously enforce federal prohibitions against racial and ethnic discrimination.? We will closely monitor the impact of S.B. 1070 to ensure compliance with federal immigration law and with applicable civil rights laws, including ensuring that law enforcement agencies and others do not implement the law in a manner that has the purpose or effect of discriminating against the Latino or any other community."

House Judiciary Committee Chairman Lamar Smith, R-Texas, said flatly that Monday's ruling was a defeat for those who seek stricter enforcement of immigration laws.

Smith?said the decision "limits the ability of states to protect their citizens and communities from illegal immigrants. It is the federal government?s job to enforce our immigration laws, but President Obama has willfully neglected this responsibility. This dereliction of duty has left states to address the crime, job loss, and other costs of illegal immigration."

He added, ?Unfortunately, under this Administration, today?s ruling essentially puts an end to immigration enforcement since the states no longer can step in and fill the void created by the Obama administration."

The Justice Department had moved quickly in 2010 to block enforcement of the law. The administration had argued that the Constitution vests exclusive authority over immigration matters with the federal government, not the states, and that where the federal government has pre-empted state action, no state can intrude on that federal turf.

The majority on Monday essentially agreed with that argument.

In the oral argument before the high court on April 25, Solicitor General Donald Verrilli said Arizona did not have the power to exclude or remove a person who is in the state illegally.

Although some critics of the law have contended that it would inevitably lead to targeting of Latinos simply because of appearance, speaking Spanish, or having a Spanish accent, Verrilli told the justices on April 25 ?We're not making any allegation about racial or ethnic profiling in the case.?

Since enforcement of the law had been blocked by a federal judge soon after its enactment, the Obama administration did not present a record to the Supreme Court of the law leading to incidents of ethnic profiling of Latinos in the state.

Joining Kennedy's?majority opinion?were Chief Justice John Roberts and Justices Ruth Bader Ginsburg, Stephen Breyer and Sonia Sotomayor.

Justices Antonin Scalia, Clarence Thomas and Samuel Alito concurred in part and dissented in part.

Justice Elena Kagan, who served as Obama?s solicitor general, had recused herself from the Arizona case.

The high court?s decision comes just days after Obama announced a new administration policy of not deporting illegal immigrants under age 30 who came to the United States, or were brought to the United States before reaching age 16, who are in school, or have graduated from high school, gotten a general education certificate, or are military veterans. The illegal immigrants covered by the new administration policy will be permitted to apply for authorization to work legally in the United States.?

Maybe I am naive | Step Talk

I stumbled upon this site the other day when I was looking for advice on step parenting and bedtime. I have spent the better part of three days reading different columns/blogs and I am not sure how I feel about what I have read. Some of it I understand completely and some of it blows me away. I have even talked to the SO about it and have mentioned that some of the things I have seen on here make me so upset.

Let me explain. I am a 34 year old woman who has never been married and I don't particularly care for children. I have known that about myself for most of my life. As you can tell by my name, I have a profession where schooling was a priority for me and by the time I finally acheived that goal, I looked at my life and realized that I didn't want the financial drain or emotional crushing that raising children requires.

I am lucky in a lot of respects. I was raised by both my parents (at different times) and luckily for me, both parents ended marrying people that I love and respect. I learn a lot about step parenting from these people and both my SM and SD are parents to me. I introduce them as such and while I call them by their names, rather than by mom or dad, it's mostly out of respect for their other children. Neither one of them has any doubt as to how much I love and respect them for everything they gave to me and my siblings.

So maybe that gives me a different take on the step parenting thing. I mean, I was no angel to deal with in my teenage years, and luckily neither one of them ever disengaged from me, simply because they saw it as their duty, no matter what, to raise me to be a responsible and respectable adult, and while I am sure I maybe gave them tons of gray hair in the process, both succeeded beautifully.

I have been involved in the juvenile system for years and I have dealt with my fair share of children who have come from broken or entitled homes. I have seen the scourge of drug and alcohol abuse. I have seen what happens when kids grow up learning that lying is an acceptable means by which to obtain whatever you want. I have dealt with children who have no discipline, who only know the word no, who abuse substances and who think rules just do not apply to them. And for many of those kids, I have been the only stabilizing force in their lives. It has never ceased to amaze me that a child with little to no discipline or respect for adults will snap to when I tell them to, and I realized that every kid needs someone to lay down the law and make them understand that rules are there because they are loved and cared for.

I recently started a relationship with someone who has four children. He has sole custody at this point and the mother is a hopeless alcoholic. I find myself hating her at times but I have to try to remember that any time I feel that way, the kids can pick up on it. The kids are all under the age of 10. He has done the best that he can so far and I have stepped in where I can to help pick up the slack. I used to spend my weekends laying by the pool or going to the theater, or having an actual life. Now I spend my weekends doing laundry and changing diapers and listening to whining and crying. And you know what? I couldn't be happier, honestly.

Are they little nightmares at times who try to lie and manipulate, of course they are. Children learn from the template they are given and mimic the actions of the adults they are exposed to. Do they act selfishly and refuse to help out when asked, sure there are times....but the reality is, every day I can see improvement. Every day I see there are changes that weren't there the day before. Most of the time they are subtle and very rarely are they exactly what I want. But when they say good night and they call me mommy because that is what I am to them, the fact that I no longer have time to get my nails or hair done no longer matters. When the baby coos and jumps up and down when she sees me, when she squirms out of her dad's arms to be held by me that is the greatest feeling in the world. When the three year old goes to time out, albeit begrudgingly, after telling me no, I feel a little battle has been won. When the 6 year old asks if she can cuddle with me on the couch, it makes my heart melt. And when the 8 year old shows such strength and maturity, I couldn't be more proud. But then, like I said, maybe I am naive.

Texas' Josh Hamilton to be focus of biopic

Hamilton on film

Josh Hamilton's life reads like a movie script and, sure enough, a film about the Texas Rangers slugger is in the planning stages.

Hamilton has given rights to producer Basil Iwanyk and Thunder Road Pictures for a movie to be written and directed by Casey Affleck, the entertainment website Deadline.com reported.

Hamilton, of course, battled back from drug and alcohol abuse to become a star with the Rangers, and he won the American League most-valuable-player award in 2010.

He's hot again this year, ranking among the AL leaders in home runs and runs batted in. On May 8, he hit four home runs in Baltimore, becoming only the 16th player in history to homer four times in a game.

Hamilton's life "is an extraordinary odyssey," one that took him from addiction and estrangement from his family "to a spectacular rebirth of his life, faith, marriage and major-league career," Deadline.com quoted Iwanyk as saying.

Now the question is: Which actor could play the 31-year-old Hamilton, who is 6 feet 4 and weighs about 240 pounds?

Dickey forecast

The amazing run of knuckleball pitcher R.A. Dickey has sparked a torrent of commentary, including this query: If Dickey leads his New York Mets to the playoffs, would he still be effective in colder weather?

The theory is that knuckleball pitchers tend to lose their feel for the baseball when temperatures drop. But a glance at past knuckleballers indicates that might not be true.

Tim Wakefield was 33-36 during his career in June, according to a monthly breakdown by Baseball-Reference.com. The website lumps September and October together, and in that period Wakefield was 33-33.

Phil Niekro ("Knucksie") was 58-43 in June and 50-47 in the September/October period. Hoyt Wilhelm was 21-29 in June and 36-14 in September/October.

September can be plenty warm, of course, so that might skew the September/October figures away from the effect of cold days in October.

In any case, the World Series this year doesn't start until Oct. 24, by which time Dickey and the Mets ? if they get that far ? might have those hand warmers ready just in case.

Dickey is 11-1 with a 2.00 earned-run average and has won his last nine decisions. He's scheduled to start again Sunday against the New York Yankees.

Dickson shines

O'Koyea Dickson, a first baseman with the Dodgers' Class-A Great Lakes (Michigan) team, went two for three with a two-run home run to help the East win, 18-2, in the Midwest LeagueAll-Star game.

The San Francisco native, selected by the Dodgers in the 12th round of the first-year draft in 2011, was batting .331 with six home runs in 39 games for the Great Lakes Loons before the break.

Unraveling the mysteries of exotic superconductors: Magnetism may be responsible for superconductivity in iron-based superconductors

ScienceDaily (June 25, 2012) ? In traditional electrical lines, a significant amount of energy is lost while the energy travels from its source to homes and businesses due to resistance. Superconductors, materials that when cooled have zero electric resistance, have the promise of someday increasing the efficiency of power distribution, but more must still be learned about superconductors before they can be widely used for that purpose.

Scientists at the U.S. Department of Energy's Ames Laboratory are using specialized techniques to help unravel the mysteries of a new type superconductor that was discovered in 2008. Ames Lab physicists were part of an international collaboration that also included scientists at Kyoto University in Japan, University of Illinois at Urbana-Champaign and University of Bristol in the United Kingdom to study the materials.

The group found that magnetism may be helping or even responsible for superconductivity in iron-based superconductors. The results were published in the June 22 issue of Science.

"The first step in designing superconductors for new technologies that will help save energy is better understanding of how superconductors work," says Ruslan Prozorov, who led the team at Ames Lab that also included Kiyul Cho and Makariy Tanatar.

Unfortunately, most conventional measurements of material parameters, such as resistivity, aren't useful in the state of superconductivity. But Prozorov several years ago helped developed a technique to measure how far the magnetic field penetrates into a superconductor. This length is called the London penetration depth, and it reveals basic information about a material, even in the superconducting state.

"London penetration depth is one of the few quantities we can measure in a superconducting state to learn more about what's going on, so the technique we specialize in here at Ames

Laboratory was particularly useful for this research project," said Prozorov, who is also an associate professor of physics and astronomy at Iowa State University. "In this collaboration, we studied a barium-iron-arsenic-phosphorus material at near zero Kelvin, and our London penetration depth measurements suggested that magnetism is responsible for superconductivity in iron-based superconductors. Typically, magnetism is detrimental to superconductivity, but when it is weakened enough, it might actually be helping."

The international team's research helps answer one of the central questions about how iron-based superconductors work.

"Iron-based superconductors may open the door to new energy technologies," said Prozorov. "But we'll only get there through materials science and understanding the mechanism of superconductivity in these new iron-based materials."

The research was funded by DOE's Office of Science.
